Born and raised in Lancaster County, Mr. Samley graduated from Millersville University with honors in Business Administration and a minor in Mathematics. He received his law degree from the Dickinson School of Law in 1992. He is admitted to practice before the Pennsylvania Supreme Court, and the U.S. District Court for the Eastern District of Pennsylvania. Mr. Samley is a former adjunct instructor for Penn State York where he taught courses in Debtor/Creditor Law, Commercial Law, Corporations and Partnerships, and Understanding and Writing Legal Documents for the Business Professional. I joined Reager & Adler following the completion of a clerkship position with the Commonwealth Court of Pennsylvania. Before going to law school, I served honorably in the United States Air Force as an Electronic Warfare Avionics Technician for the B-1B Bomber. My focus areas are real estate transactions, business law and advisory services, estate planning and administration, land use, zoning, and municipal law. I live in the Harrisburg area with my wife and children, and I enjoy hiking, wood working, and metal detecting.

My first experience in estate planning was as a U.S. Navy Judge Advocate in 2008 providing legal assistance to active duty members, retirees, and their families. I retired in 2023 after having served in several leadership roles. Supporting our community in this very real and meaningful way is such a rewarding and exciting opportunity to continue making a positive impact in others' lives.
